Front Row (l-r): John Follansbee, Kevin Pile, Edward Cernic Sr., Anthony Pinizzotto, Anthony Caputo The Authority is a "Joint Municipal Authority", its members are appointed by the City of Johnstown, Borough of Southmont and the Borough of Westmont, in accordance with the procedures set forth in the 1964 Articles of Incorporation for the Authority. Each member municipality appoints three members two who are residents of the municipality and one from somewhere in the outside service area. Members at Large are selected unanimously by all three incorporating municipalities. The Authority Board is responsible for all policy decisions and the financial arrangements of the Authority. Member's terms are for 5 years, unless they are a replacement of an unexpired term. Terms are staggered. Member with expired terms continue to serve until a successor is seated. |
